The Upgraded ATIGA Outreach Programme is in Timor-Leste!

The three-day Outreach Programme on the Upgraded ASEAN Trade in Goods Agreement (ATIGA) and Trade Facilitation Initiatives took place in Dili from 10–12 February — marking the first national-level outreach in Timor-Leste, ASEAN’s newest member.


Under the EIP Open Trade Pillar, (OTp) the programme brings together public and private sector stakeholders to build practical understanding of the Upgraded ATIGA, signed last year through the Second Protocol.


Through interactive sessions and open dialogue in the three-day event, participants will have the opportunity to exchange hands-on experiences, raise implementation challenges, and explore practical solutions with ASEAN experts. The discussions also provide a valuable platform for sharing feedback, strengthening institutional readiness, and supporting Timor-Leste’s effective participation in regional trade and its seamless integration into the ASEAN economic framework. 


“This outreach event is an excellent opportunity to advance these shared objectives. It enables …policymakers, officials and technical experts to exchange views on how best to implement the upgraded ATIGA and to ensure that its benefits are fully realised,” H.E. Helen Fazey, UK Ambassador to ASEAN.


Since ATIGA’s implementation in 2010, ASEAN has continued to push for deeper economic integration. This programme helps ensure Timor-Leste is well-equipped to fully benefit from — and contribute to — ASEAN’s evolving trade landscape.


H.E. Mr. Augusto Junior Trindade, Vice Minister of Commerce and Industry of Timor-Leste expressed, “This outreach provides a valuable platform for our technical officials to deepen the understanding of ATIGA provisions, rules of origin, customs procedures, and key trade facilitation initiatives.” 


Three days, one goal: turning rules into real trade opportunities


The programme equips delegates with a clearer understanding of the new and enhanced provisions under the Upgraded ATIGA, while deepening their practical knowledge of ASEAN trade facilitation mechanisms.
